Celestina is a Managing Associate in the Firm’s Government Business Practice and also works in the firm’s Tax practice. She has demonstrated an enviable depth of knowledge in legislative and regulatory reforms, advisory and compliance, as well as tax advisory and negotiations. She has advised several government agencies and international organisations, including the CBN, NDIC, AMCON, NSIA, NDPC, World Bank, and United Nations. She has contributed to drafting landmark bills, thus helping to shape legislative and policy reforms in Nigeria.

 

Relevant Experience

• Provided legal support to the World Bank Group’s Digital Development Unit for the Nigerian National Identification project and conducted a comprehensive legal assessment of Nigeria’s national identification framework
• Provided legal consultancy services (financed by AfDB) to the Gambian Ministry of Finance and Economic Affairs on the development of an enterprise development fund regulation for GIEPA
• Key member of the team that drafted the Nigerian Data Protection Act, 2023
• Key member of the team that drafted the Banks and Other Financial Institutions Act, 2020
• Key member of the team that drafted the Foreign Exchange Bill, 2020
• Key member of the team that drafted the Office of the Nigerian Financial Ombudsman Bill, 2019
• Key member of the team that drafted the amendments to the Asset Management Corporation of Nigeria Act in 2019 and 2021
• Advised AMCON on the implementation of the new laws through the aid of Guidance Notes
• Key member of the team that drafted the Infectious Diseases (Emergency Prevention) Regulations 2020 for various states in Nigeria
• Contributed to the drafting of the Investments and Securities Act, 2025
• Advised on and deployed a Case Management Portal for AMCON and carried out training sessions for the Corporation’s legal team on how to navigate the functionalities of the Portal
• Advised the Federal Ministry of Finance, Budget, and National Planning on legal and policy developments to ensure the National Development Plan 2021-2025’s long-term viability
• Advised the Ministry of Budget and National Planning on the Amendment of the Fiscal Responsibility Act and drafted the Development Planning and Projects Continuity Bill 2022
