Tom, a UK-qualified lawyer and project economist, has led major transactions across Europe, Asia, the Middle East, and Africa. His career spans top-tier global firms — including as Partner at Ashurst, and various other roles at Latham & Watkins, White & Case, and Cadwalader, Wickersham & Taft LLP, Asian Development Bank and most recently as General Counsel for Low Carbon Solutions & International Gas and LNG Growth at ADNOC.
Tom’s rare ability to combine legal precision with sector-specific fluency has made him a trusted advisor to governments, sponsors, and lenders alike — particularly in emerging markets where navigating policy, regulatory frameworks, and development finance requires a multidisciplinary approach to design solutions that balance investor confidence with national development priorities.
Tom, among others, holds a PhD in International Economics and earned top distinctions during his law degrees.
